For IOS I think you need an Apple PC.
For android, get AndroidStudio IDE and learn Kotlin, it's fairly straight forward. By far the hardest bit is navigating Google's pre-production testing program, https://play.google.com/console/about/opentesting. I did do this for one game just to see what it took and never again as a hobby dev.
